Make consent mean something

Under current law a person detained involuntarily is deemed to have consented to treatment. Capacity is frequently assessed once, in a crisis, and then treated as settled.

Narrowing that discretion means capacity assessed for a specific decision at a specific time, a real route to challenge it, and a requirement that the least restrictive option be tried and recorded first.
